According to the Victorian Building Commission &lt;a href=&quot;http://www.buildingcommission.com.au/resources/documents/BC_Practice_Notes_611.pdf&quot; target=&quot;_blank&quot;&gt;Practice Note 2007-61&lt;/a&gt; issued November 2007, &lt;strong&gt;building owners may have a common law obligation to adopt AS1851-2005&lt;/strong&gt;.
